You may first try this:
1. Boot into the MS-DOS Mode. Load the file SYSTEM.INI from the
WINDOWS dir into the MS-DOS Editor. Search for the entry
shell=EXPLORER.EXE
Change this to
shell=PROGMAN.EXE
2. Type
WIN
to start Windows 98. It will come up with the Windows v3.x-like
Program Manager. Go File > Run and start SFC.EXE from here. Go into
the "Settings" to make sure, that SFC searches for altered/deleted
files also.
3. Start the search and replace all files found by SFC with the
originals from the Windows 98-CD. Run Notepad via File > Run and load
the SYSTEM.INI again. Undo the change from step 1.
4. Restart Windows.
If this does not help: reinstalling Windows 98 over itself should not
cause problems.
