The correct command is scanreg /restore (with a space after the "g"). Try it.
As for being stuck in DOS, try win /wx (again a space in there). If that doesn't help, edit config.sys and look for a line reading DOS=SINGLE and delete it, the file/save (use the <alt> key to get to the command lines).
If that doesn't help, please post back.

I have tried the first suggestion and sorry to say it did not work. I
would type win /wx and it will just reboot to dos and as for the
scanreg /restore it gives me a bad command or file name. And when i try to
edit config.sys it just gives me the same thing bad command or file name
unless i am typing something wrong, i honestly forgot how to use dos since
the last time i used it was in high school. As for the second suggestion
i have tried to hold down ctrl while rebooting and it brings me to a
screen were it asked me to either press F1 for setup or F2 to resume. I
have pressed F1 and it just takes me to this blue screen which is not the
safe mode, i think. But the pc is at home and i am at work which is the
only way i can use the internet. so please anybody help.....and for those
that have given me suggestions thanks so much..
Or, in your case, I would rename config.sys and autoexec.bat first --
type when you are in DOS, each line followed by Enter key:
ren c:\config.sys config.sy$
ren c:\autoexec.bat autoexec.ba$
and restart (Ctrl-Alt-Del) without these files (in general Win9x does
not need them). If that will NOT help -- something is wrong with
msdos.sys file.
If all is Ok -- you can post the content of c:\config.sy$ and
c:\autoexec.ba$ here (your former config.sys and autoexec.bat; open them
in Notepad) to analyse them.

As Nutcase suggested, and add this:
First edit config.sys and REMOVE a line Dos=single if it's there.
Then edit autoexec.bat and REMOVE a line Win /wx if it's there.
Then reboot, if you go to the Dos prompt again enter Win /wx.
If that doesn't work look in the Msdos.sys file in the root folder.
you should have a line under [Options] BootGUI=1. If that is 0
(zero) change it to a 1. Remove the Read Only and System attributes
in properties of the file so you can edit it. Don't remove any X's.
Restore the attributes.
If that doesn't help post the contents of the MSdos.sys file as
Mikhai suggests.
