WIN98 will not shutdown

I have ISDN and leave my PC on all the time. Many times when I have to
restart, WIN98 will not shutdown or restart.

If I attempt to restart or shutdown, the desktop goes grey for a second then
just returns to the normal desktop. I can't shut it down by CTRL/ALT/DELETE
then Shutdown or by ALT-F4 either. All I can do is hit reset or turn it
off. Any ideas about this?

sometimes a program thats in the systray (by the clock) will interfear with
windows shutdown..I ran into this a few times and sure enough i get rid of a
loaded file by shutting it down and no more problem..try shutting them down
one at a time to see if this helps..most are right clich then select
exit..nortons software (older ) is notorios for takeing over your system..

also I am assuming that you have tryed the windows update for the shutdown
problem??
