Cannot copy/paste

I am at my wits end. I cannot copy, move or create short cuts of my files
except from command line mode. This is true no matter what the media... HD
to ZIP, HD to HD (same or another), etc...

I've run the system file and registry checks, scandisk, to no avail. This
problem exists in safe mode too.

MS tech support wants me to re-install 98 and reload all my software. Since
I have partition and boot magic and about 50 other programs running, I am
loathe to go to this extreme.

Can anyone help me or point me the right direction? I can find no
references in the KB to this problem
