ADD NEW HARD WARE LOCKUP

Whenever I try to "Add new hardware", in Windows 98, my computer freezes up.
I have two computers, a 166 and a 300 pentium. Both are freezing when I go
to Add New Hardware. I disconnected all add on cards, but it still freezes
up. I've formatted, reformatted, etc. I'm using 200 megs of ram. I think
there may be a glitch in the software, but I'm unsure. Any one with a
solution would be appreciated.
