You should check your motherboard's reference manual for details on the Wake
on Ring and Power on by Modem settings. They may require a special modem
with an extra connector for the motherboard (like the "Wake on LAN" feature
requires) and in any case will definitely require a modem that supports this
feature whether or not an extra connector is needed. I don't know if the
USR modem supports wake events but it seems likely that it doesn't if all
other settings and connections are correct.

Look in the BIOS setup Power Management page for "Modem use IRQ" - set it
to the same as your modem. Look for something like "PME enable", "wake by
PCI Master" or "PCI/VGA Act-Monitor" - enable these.
I think you should try contacting USR support, I'm sure they would know how
to make their modems work !
