PC doesn't go to Stand By mode

When I try to activate Start - Shut Down - Stand By, my Win98SE Vaio laptop
shut down the screen, but HD continues to spin, and the laptop doesn't go to
stand. More, its impossible to waik it up from that state without hard
restarting Windows. It happens regardless whether any antivirus & antimalware
is running. No other programs appear to hold the HD active at that time, or
even open. Further, when I press P1 extra button (it looks internet related
with a globus icon), some time after the laptop goes to stand by and can be
awaiken. Why is that and how to fix?
