Power Management Setting Change After Restart

'I select 'Always On', 'Never' to have my system go into 'Standby', but to
have my monitor turn off after 3 minutes, and my hard disk to turn off after
5 minutes. This has always worked fine, but anytime I restart my computer
these settings are lost and I have to reset them again. Since I must restart
my computer several times per day, is there any way these setting can be
saved to remain after restarting?
