.tmp files in WIN98SE Directory

I just started up a new ThinkPad T20 notebook and keep finding a bunch of
.tmp files in the windows directory. They grow each day. They are 0 byte so
I delete them, but they keep coming back. Here is what a couple of them look
like, they all look similar.

fffe0cdd_{F5552E80-DC03-11D4-A325-0002B30655C}.tmp

fffe0d99_{BB316000-DBF6-11D4-A325-0002B30655C}.tmp

fffe28d9_{30F38CA0-DCA1-11D4-A325-0002B30655C}.tmp

What is creating them and how do I stop it?

In addition to the procedures described in the Knowledge Base article
referenced by Ron Badour it is also recommended that you locate the
file mdm.exe in your c:\windows or c:\windows\system directory and
rename it to mdm.old or similar. That will prevent the thing from
getting turned back on again in future.
