Install poledit.exe

Make sure you have your Windows CD. Then go control panel >Add /Remove
Programs >. Choose the Windows Setup Tab and click have Disk. Browse your
windows CD in the tools/reskit/netadmin/poledit folder. Choose poledit.inf
and then policy editor. After its installed just go to Start>Run and
type"poledit".
