I once had a home network that involved several computers connected to
an Ethernet LAN. One computer runs Windows 98 SE and is the only one
that connects directly to the internet. I had Windows Internet
Connection Sharing set up on that computer so that the other computers
(with a variety of operating systems) could go online without much
difficulty. This has been working great until recently, when the 98
SE computer would not connect to the internet properly when ICS was
running. I have given up trying to fix Windows 98. I would like to
know if there are any good internet sharing/gateway programs that will
run on Windows 98 SE that are not too difficult to set up.

Why don't you do the smart thing and spend $50 for a NAT-router?
