When Windows 98 loads on a PC I receive the following error message in a
window titled: Windows Networking
"Unable to load msnp32.dll System cannot find the file specified. Some or
all of the following features is not available.
Microsoft Network

I extracted the missing .dll file from Win98 Second Edition install disk and
placed it into the C:\Windows\System folder but still get the error message.
The problem arose after enabling File and Print Sharing in the Network
folder. (I also had to extract vredir.vxd and dfs.vxd to eliminate
additional error messages).

Thanks for any help.

Try un-installing and re-installing Client for Microsoft Networks. If
that doesn't help, look at this Microsoft Knowledge Base article:

Do you have a Network installed and operating properly? If so try
re-installing the network option from the Windows setup.
