You could have used Disktool for free to wipe the hard drive yourself
at home.

As to the missing driver disk - I doubt it. Anybody that would
overcharge you like that would tell you anything to get more money out
of you - I think that is what is happening here. You don't need
anything but a boot floppy from bootdisk.com and the 98 installation
CD if you want to install 98 again. I wouldn't, it's their machine,
let them do it.
If the machine has a newer device attached to it that was made before
the 98 CD was made, then it's not possible that the device has it's
drivers already on the 98 CD. That is the logic of why it might need
a driver disk, but that is dependent on the device and the driver.
There is a good chance that current drivers on the 98 CD can be
choosen to work just fine even if you do need to hunt down a driver
installation file or two later on. You and they wouldn't/couldn't
know that until you install 98.
Wiping is a good idea though just in case there was lord knows what on
there from lord knows where and when.
