How do you install USB keyboard/mouse drivers in Win98 with no PS/2 ports?

Hello,

Got an older mini Gateway.
This thing only has USB Ports.
No Serial no PS/2

I can boot in safe mode and the keyboard works,
but no mouse.
Normal mode it stops on USB device detected and
wanting me to press next to look/install driver. The
keyboard and mouse do not respond at this point.

Anyone know any options I might have?
