Screensaver Resets itself to none

Using Windows 98, I have the screensaver to go on after 2 minutes. If it
goes on and I go back into this PC after it has been on, I have to go back to
Display Properties and reset the screensaver, because Windows has set it to
'none'. Is there any way I can get Windows to always keep to screensaver
option I have chosen?
