You heard wrong.
Windows 98 can use as much as 1.5 gb of RAM, although hardware related
factors may limit some machines to only 1 gb. There is no known
instance that I am aware of a machine successfully running Windows 98
with more than 1.5 gb of RAM installed and available to Windows 98.
There are systems that boot multiple operating systems, such as
Windows XP and Windows 98 which do have as much as 4 gb of RAM
installed but in order to be able to run Windows 98 they require a
MaxPhysPage=40000 entry in the System.ini file so as to limit Windows
98 to 1 gb of RAM.
There is a configuration setting that needs to be entered on machines
with more than 512 mb of RAM so as to prevent false "out of memory"
errors caused by Windows mapping an excessive amount of RAM for use as
disk cache.
The practical limit for hard drive *partitions* in Windows 98 is 128
gb (137 billion bytes) as partitions larger than that have problems
running disk management utilities such as Scandisk and Defrag.
The maximum size for a hard drive would be determined by the
computer's BIOS and other motherboard components. There are a number
of Windows 98 users with hard drives of 200gb and larger, although if
they do not partition the drive they have difficulty maintaining it
correctly as per the above.

Your primary concern is that if the motherboard is provided drivers for
98SE. Assuming the bios on the motherboard can support the processor, any
P4 or Celeron equivalent will work. I would stick with 512MB of RAM, or,
let system configuration configure your memory to max of the same if you
have more. I wouldn't use any hard drive larger than 120GB with 98/98SE/ME,
no relationship with 48lba. Never tried DDR2, dual channel DDR does work
with 98SE.
