Can't delete file

I can't delete an *.exe file. I keep getting the error :

Then a reference to rebooting and Internet Explorer even though Internet
Explorer is not running? I also can't right click the file without
getting the same message.

Any ideas ? I have rebooted after shutting off everything a few

Uninstall WinZip and see if the error goes away. If so, reinstall it and
see what happens after a fresh install.
