Problem w/Dial-up Dialog Box

Every time that I attempt to take any step, i.e., open a program, save a
file, the dialog box for connecting to the internet via my dial-up ISP
appears. I have checked every setting and this persists.

Any ideas?

Have you run complete spyware and virus scans with up to date programs?

I obtained an older (2000) HP 9680 running WIN 98 for a friend to use,
replacing an ANCIENT P-I Compaq. I had to replace the video card and sound
drivers but got it to run fine on my Hi-speed cable modem. I took it over
and set it up over there and attached a phone line to their Conexant Dial up
modem. I had D/L the Juno software on my cable.

That part worked OK and she was able to connect thru dialup to JUNO.COM, her
server.

She is able to get her Email fine thru Juno but when I try to get it to load
and run the internet (IE6), having already dialled in and connected to JUNO
Email, I get a DUN RAS621 ERROR : Cannot open phonebook file

Various GOOGLE articles say to reload the DUN/VPN with the original Win98
disks. We dont have the Win 98 disks.

Is there a work around for this w/o the OEM disks ? Why will it dial JUNO
and get upto 71 emails fine but won't go to Internet ?
It worked fine in all aspects on Hi Speed cable.
