1. go to Tools > Message Rules > Mail > New
2. Set the type of rule you would like.
If it is an automatic response (message) to e-mails, select "Reply With
Message" in the Actions, and select your message (must have a .txt, .eml or
.htm extension). Click OK, then OK again and Outlook will confirm the rule.
Go back to Step 1, only this time, click "Apply Now.." instead of "New".
Select the rule to apply, select the folder to apply the rule to, and click
Apply.
Then send yourself a test message to confirm it is setup.
