Safe mode

When starting my machine it only enters Safe mode. Even
selecting one of the other options in the boot menu still
gives me the safe mode of windows 98.

Hope someone has the answer otherwise its a reload.

This behavior can occur if the [Options] section of the Msdos.sys file
contains the following line:
BootSafe=1
