Installing windows 98 programs on winn 95 machine

Is there a way to trick the installer of a program which
requires win 98 or higher (PC meets hardware requirements)
to install on a windows 95 machine?

If there was, it probably wouldn't help, as the program would likely fail as
soon as you tried to run it. If the manufacturer says it requires Windows
98 then it probably does require Windows 98.
