TCP/IP ports 137, 138 and 139

Ok, so I know what these ports are. My question is: I see the use of
these ports on some W95 clients, and I don't see it on others. Question
is: How do I get rid of the network traffic. I.e. how do I disable use
of these TCP/IP ports on the network W95 clients?
