I have checked the pc and sure enough the file doesn't
exist.
How can I rectify the problem?. Where can I install the
missing file from?.
Any help appreciated.

If Win95, you'd likely be using IE 3.xx (which ships with MS Mail and
MS News) or a newer IE / OE installed over this. Outlook Express
replaces MS Mail and MS News destructively, converting data forwards
to OE without any way back.

risk applies to so many IE versions, your best fix (once you've done
"the prelim") would be to upgrade IE and OE to something that is OK
for the above - recommend IE 5.5 SP2, as IE 6 won't install on Win95.
If still on IE 3.xx and that .DLL spontaneously vanished (why?), then
the upgrade will fix. If already upgraded beyond IE 3.xx but short of
safety, that process may have botched the .DLL and is in any case
unsafe for use, so you'd want to upgrade to safety anyway.
What is "the prelim" mentioned above? Making sure that:
- your PC's hardware is safe to install new sware on
- RAM OK
- file system OK
- HD physically OK
- enough free space
- your PC is free of active malware
- formal virus scan
