Is that the exact text of the error message ("Document Error"), or are there
more words in it? If so, what are they?

I was trying to fax a .jpg image.

First I get an info box Microsoft Fax Status which says "Preparing fax
format".
After a few minutes I receive another box Error Report which says

"A document properties error has occurred"
[900:0:4]

It then dials the number and I get a box which says something like "fax
failed" and it disconnects.

try converting the jpg to a tiff and see if that helps. Also, check out a
program called eFAXy, which works with microsoft fax and allows you to
receive all your faxes via email. No monthly fee either. www.efaxy.com

Thanks Dave, I'll try the .tiff method and see if that works.

BTW, I don't have any trouble receiving faxes, only sending them, but I'll
check out
efaxy anyway.
