IS there any hack to run Win 3.11 with DOS 7.0 or 7.1 (the version that comes
with the Windows 95/98)? I tried to run it and it said my DOS version is
incompatible (?) with this Windows version. I tried 'SETVER WIN.COM 6.22' but
it does not work for me.

It is called 3XSTART.
There is, also, another hacked version of MS-DOS 7.1 where you can run all
version of Windows up to 98SE (i.e. 3x/95/95A/95B etc.). The author claims
that it is covered by GNU license but I am not sure how legal it really is.
However, it does have some useful additions. I found it to be a little
buggy with some DOS program I still use.
There are a few other considerations of using Win3x under MS-DOS 7.1.
i) Modifying the MS-DOS 7.1 kernel to allow startup in Win3x (already
covered above)
ii) Use the IFSHLP.SYS file from Win3x instead of the Win9x version to
enable VFAT.386 to work properly.
iii) Change the DOS environment PATH variable (see batch file below).
iv) You may need to "lock" your hard drive to allow 16-bit apps to access
including Win3x.
NB: I made a batch file that automatically does this before starting Win3.x
(suggested on another web site):

@ECHO Y|LOCK>NUL
@C:\WFW311\WIN.COM
@UNLOCK
v) The SHARE.EXE utility that comes with MS Office v4.3 and DOS 6.22 will
not work under DOS 7.1. There are a couple of SHARE replacements that work
with FAT32/DOS 7.1 but the most success I've had is using a program called
Share Emulator (SHAREMU.COM) which "fakes" file locking and sharing. Use
SHAREMU with caution.
vi) FAT32 compatibility.
If you plan on running Win3x on a FAT32 volume you will not be able to
enable 32-bit file or disk access. Also, you will not be able to create a
permanent swap file. You should use SMARTDRV for disk caching.
Be aware that some DOS-based and Win3x-based programs are not compatible
with a FAT32 volume. If you must have these programs create another
partition and place a FAT16 format on it. Run these incompatible programs
there.

Those 4 are not a problem

What hack? Just google Dos 7.1 and you'll probably get Wengier's site
to download Dos 7.1. It is awesome in WFW 3.11 but you can try the
shell that comes with it too if you like. However what is wrong with
6.22? I have 6.22 running on a 333mhz Pentium Pro overdrive cpu on
the computer with 64 meg ram and a Matrox with the accelerator card on
it. It has WFW 3.11 and running just about everything I want.

1) The 3XSTART hack modifies the IO.SYS file under Win95B/98 version of DOS
to allow Win3x to run. If this is not performed you will get a message
like, "You have tried to install a previous version of Windows...blah, blah,
blah."
2) There is an entirely modifed version of MS-DOS v7.l by Wengier and Roy,
China DOS Union. 2002-2004. They claim that this versions is published
under a GPL. I am how truly legal this is but it is available as a free
donwload. I found this version to be a little bit buggy with some DOS
programs but generally fine when it comes to Windows.
