I am looking for an ActiveX DLL or OCX to convert Outlook MSG file to
RFC822 EML file format,anyone has any ideas?

Redemption (url below) will do that for you. If you are using Outlook Object
Model, use SafeMailItem.SaveAs(olRFC822, Path). If you are using Extended
MAPI, use HrIMessageToRFC822Message -
