What API gives synchronous notification of change of IP address(es)
for a node?

Have a look at the IP Helper Library Functions
and the Notify* Functions.

[IP Helper Functions]

mainly this one for the IPv4 and the IPv6 Protocolls:

[NotifyIpInterfaceChange Function]

There is also a synchronous IPv4 Version:

http://msdn.microsoft.com/en-us/library/aa366329(VS.85).aspx
