Does Microsoft provide online support via email for SDK/DDK developer?

I would contact Microsoft for SDK/DDK online support.
My English listening is not well.
Does Microsoft provide online support via email?

You can open an incident anyway you want to -- and request the assistant
to put a note in the case that you be contacted via E-mail only. And the
support engineer handling your case will be more than happy to assist you
that way. Also, if you want to be communicated in a particular language,
that can also be arranged. Even, a translator can be present for a
telephonic conversation to translate Englist to a language of your choice
and vice versa.

I ever browsed Microsoft web and tried to submit a request
for help. It charges $99 U.S. I want to ask questions for Windows
SDK and DDK. Does it support these questions?

I don't know how to answer the support option of Online Assisted
Support.

There are two support options :
1. No-Charge Support. (You will need to enter the product id number)
2. I have a support contract with Microsoft and want to use it.

I remember SDK/DDK support needs fee. So I cannot use the
first option. Even I can, what product id I should enter? My question
is for SDK/DDK....

About the second option, what support contract means here? How
do I sign this support contract with Microsoft?
