ActivateKeyBoardLayout hangs up when Google IME is installed

In my application, I call ActivateKeyBoardLayout. However, when LCID is 1081 and Google IME (or Google Input or Google Transliterate) installed, then application hangs up or goes into deadlock. Google IME is installed for Hindi for which LCID is 1081.
Can anyone tell the reason for it?
