also, does this happen on other windows versions, eg win2000 ?

my only other thoughts would be to have the other displays disabled, while
booting up, then have your app enabled them. I'm guessing XP may not
automatically expand the desktop onto them.
to enable/disable the display drivers for the non primary displaysd, try a
driver newsgroup

Hi,

I can go into Control Panel Display Properties and on the Settings Tab I
can uncheck the "Extend my Windows Desktop to this Monitor" checkbox. Then
when my machine reboots, that monitor is not part of my desktop.

You can also add/remove monitors from the desktop using
ChangeDisplaySettings() per the following article:
