It comes with the SDK - in the 'docs' subfolder of the dxsdk folder. Some
general information can be found at www.microsoft.com/directx
The last option is to get the DirectX.hlp file that comes with the SDK...

I tried for some time to find the help files in info browser format ...
they dont exist as far as I can tell. So I put a link in the tool menu
to the DX5 help file and use it for searches. Can't do quick context
searches though :(

I've seen this question several times and the answer was always 'you can't'.
Personally, I don't care for the help system of VC5 anyway. I normally have
the WinHelp version of the docs open. I figured that it should at least be
possible to integrate the HTML version of the docs (useless as it may be)
into the help system, but no luck. At least you can navigate the HTML docs
with Infoviewer (by typing the location of directx.htm in the address field
of InfoViewer), but that's about it.

You obvoiusly only have the end user version. To get docs, headers and
everything else you need to get the SDK. Right now, if you want to have 5.2,
you have to order it from Microsoft ($12 or so). Check out
http://www.microsoft.com/directx/sdkcdorder.asp
If you can live with DX5.0 and are willing to download about 31MB, search
for "DirectX SDK" at www.download.com
