(I realize this is a bit belated, but I'm not sure a formal announcement was
ever sent to the newsgroups)

The DirectX SDK (August 2009) release with the RTM version of DirectX 11 is
available for download at:

http://msdn.microsoft.com/directx/sdk/

Release notes can be found at the usual place. Be sure to read the What's
New at the top as well as the Known Issues about half-way down through the
page.

The DirectX 11 RTM matches the bits in the Windows 7 RTM currently available
on MSDN and TechNet Subscriber downloads.

You can get the down-level bits for Windows Vista Service Pack 2 through
Windows Update by opting into the public beta.

http://go.microsoft.com/fwlink/?LinkId=160189

Note that the public beta only works on English US versions of Windows Vista
and requires Service Pack 2 to be installed before it will be offered. The
final version will support localized versions. A few developers in managed
WSUS Enterprise settings are having trouble getting the update because their
local IT hasn't approved it. There may be an option in your Windows Update
Control Panel to have it hit the public MS Windows Update servers to get to
it.

See "Direct3D 11 Deployment for Game Developers" for the full story on
down-level DX11 deployment

August 2009 DX SDK documentation is posted live on MSDN at:

And while we are at it, the Games for Windows Technical Requirements and
Test Cases were updated for Windows 7 support as well.
