Can I Rotate All Windows on the Desktop?

Hello all.

Is it possible to take the visible contents of the desktop and rotate them
by an arbitrary number of degrees?

I would want the windows rotate in real-time with an external input, and
still be interactive. A browser window could be twisted 45-degrees, but
hitting a link or the back button is still going to work.

Would something like this be possible within the UI on either XP or Win7?
