DirectX 11 reports version 10.0 on Windows 7

I was running the DxDiag Report Sample for the March 2009 DirectX SDK and
on Windows 7
DXDiag_SystemInfo dwDirectXVersionMajor reports as 10
while szDirectXVersionLongEnglish reports as "DirectX 11"
Is this a bug?

I see ddi:10.1 under dxdiag w/ all updates and a ATI 5850 with updated
drivers..
Spyre on ATI Forums stated it is actually a Microsoft bug, and not an ATI
driver bug.
