Disparity in Task Manager info?

My Task Manager's Processes tab show me System Idle
at around 95-99% on the average. However its Performance
tab show CPU usage around 61%. What the disparity? I have
an AMP XP 2900 and 1.5G DDR333 RAM machine running
Win2k Pro SP4 with latest updates.
