Turn old PC into thin clients

What is the best way of turning an old PC into a thin client for Windows
terminal servers?

Keeping Windows 2000 or XP (these are HP machines with OEM licences) on
the PCs somehow booting directly into the Remote Desktop client doesn't
seem to be the ideal solution, as I fear that users will be able to
break that setup and the solution will lose transparence.

The dedicated HP thin clients appear to be running a version of Windows
CE that comes with a RDP and ICA clients. Is a dedicated terminal
version of CE available for standard PCs?

What other alternatives are there?

I am thinking of moving two departments to thin clients. One is very
happy about it and since their PCs are very very old, they'll buy
dedicated thin clients. But the other department won't.

Any ideas?

It sounds like Thinstation is a solution for you. By turning the old
computers into a lightway linux box your users should not be able to break
your setup.
