A couple of notes on related tools and techniques...
(1) BGINFO
You may want to check out this tool (free from http://www.sysinternals.com). It
automates some things for generating desktop wallpaper.
(2) You can also modify the wallpaper via an ActiveX control called from a WSH
script. If you are basically familiar with the techniques for WSH scripting,
you can find both Active Desktop and regular bitmap controls from a site I keep:

Both include the ActiveX control, VB source code, and a short demo script.
