Terminal services with windows 2000 sbs

Hello,
I am interested to know if anyone can help. I am trying
to get remote access working with some laptops (on win xp
professional)onto a server running windows 2000 small
business server. They are trying to log on on 2 diiferent
identities, one works and one doesnt. I cant find out if
I need to buy terminal server licenses or not as the one
works.

If the server runs TS in Remote Administration mode, you don't need
TS licensing, but you will only have 2 concurrent connections.
What error message do you get when you can't connect? Have you
checked the EventLog on the server? Have you checked the permissions
on the rdp-tcp connection?
Is the problem linked to a specific username, or a specific
workstation?
