W2K Trm Srv hangs at reboot

XP FR-2 setup to load balance an application. Users are
connecting through NFuse 1.5. Each server is scheduled to
reboot weekly on a staggered schedule. For some reason one
of the servers does not reboot on schedule. Originally I
was using the scheduler in the Management Console but am
now rebooting the servers with the tsshutdn command via a
script. The problem occurs with either method. It also
does not occur on a consistent basis. The unfortunate
result of the reboot failure is that Citrix sessions are
not available from either server until the server that
failed to reboot is restarted. The Event logs on show no
errors. Is it possible that a service is hanging on
shutdown that is preventing Windows from restarting?

And what SP are you running? SP3 fixed quite a lot of "hanging" problems.
