All Users (all folders except two are empty, the one unique folder and file
not found anywhere else is C:\Documents and Settings\All Users\Application
Data\Microsoft\Network\Connections\Pbk\sharedaccess.ini)
All Users.WINDOWS (appears to be correct)
Default (this is correct and complete)
Default User (again, empty folders except for one named Templates)
Default User.WINDOWS (mostly empty, with one unique file, brndlog.txt, found
in Application Data\Microsoft\Internet Explorer)
The last two, Default User and Default User.WINDOWS do not show up when
logged on as Administrator (and of course the Administrator folder does).
At a Command Prompt, sending "net user" returns only three accounts -
Administrator, Default, and Guest.
Can I safely delete Default User and Default User.Windows in Explorer or are
those System folders where I can screw something up? Also, is there any way
to convert All Users.WINDOWS to All Users as it would be in a "clean"
installation?

So you're probably using these;
All Users.WINDOWS
Default User.WINDOWS
Administrator.WINDOWS
You can verify by looking in;
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
| The last two, Default User and Default User.WINDOWS do not show up when
| logged on as Administrator (and of course the Administrator folder does).
* Explorer|Tools|Folder Options|View, then radio button for "Show hidden
files and folders", then uncheck the box for "Hide protected operating
system files" to locate the files in the system partition.

Yes it was an in-place upgrade (tried a clean install but had trouble with
getting double identies in OE and not able to transfer all the existing
emails so I switched to an upgrade)
The set command returns ALLUSERSPROFILE=C:\Documents and Settings\All
Users.WINDOWS and
USERPROFILE=C:\Documents and Settings\Default (or Administrator depending on
which I am logged in under)
The Profile list shows AllUsersProfile key = All Users.WINDOWS and
DefaultUserProfile = Default User.WINDOWS
Then there are two subfolders, each with a
key - ProfileImagePath = %SystemDrive%\Documents and Settings\Administrator
and ProfileImagePath = %SystemDrive%\Documents and Settings\Default
respectively
But the bottom line question is still the same. Can I *safely* clean up the
confusing listings in Explorer by deleting the unused profiles? And the
corollary question, can I edit the registry or use the repair install to
rename the remaining entries to what would be "normal"? I want to end up
with the cleanest and least confusing situation in Explorer w/o any
extraneous entries.
I will have a current Norton Ghost image so in the worst case if I mess
something up I can always restore my previous configuration.

You might be able to overwrite the originals with the *.windows directory
structures. Then edit the Reg_Sz and or Reg_Expand_Sz strings to reflect the
desired changes but be prepared to use your restore in the event something
goes amiss.
