There isn't one, probably because this version of Windows is for "grown
ups".
Here's how MS describes msconfig:

If you're trying to get into what runs on startup, you have to check the
various places -- run key, services, Startup folder -- because the OS
doesn't lump them all into one unhappy bundle.
There are tools to back up the registry, although you can recover much
more readily in W2K than in NT.
What are you trying to do, exactly?
