When I attempt to use the CONTROL PANEL/ADD REMOVE PROGRAMS the window is blank with "no programs are installed on this computer. If I scroll down a full window all of my programs are listed. All of the buttons are greyed out however. I ran the regsvr32 appwiz fix suggested but it does not fix the problem I am current on WIN2k SP3.. Any ideas???

You have a malware problem. Happened to me too. Pain in the butt. I am using malwarebytes to fix it.
