how do I "authorize" a mchine to become the DHCP server

I am trying to install the NAT and have it provide addreses through DHCP,
but I get the following ERROR in the system event viewer.

The DHCP/BINL service has determined that it is not authorized to service
clients on this network for the Windows domain: magicimpressions.com.

What permissions do I have to set to enable this to happen?

Open the DHCP Admin MMC snap-in, and on the action menu there will be an
option to authorize DHCP servers.

Just open the DHCP management console and right-click on your server and
choose authorize.
