Help, Win2K dialups problem...

OK, my dilema is this:

I have a client who has an internet broadband line at his office and wants
to be his own dialup service provider for internet.

I have set him up with a Cel1.3/256Mb that has a 8 port DIGI Acceleport 920 XR
-this has 3 USR modems attached

The box is running Windows 2000 Pro and the modems are set up for
accepting calls and IP forwarding is on
--it will pick up on all 3 modems, but ONLY 1 can get internet at a
time (on any one modem)

I know that Win2Kpro can accept up to 3 incomming connections, but have
found out that they must be from separate sources (ie. 1 RAS, 1 VPN, 1
LPT) in order to simultaneously get network info.

My question is this:

Is there ANY software out there that can manage dialups of this nature
(short of installing NT/2000 server..or any other major server packge..the
client didn't want to spent the $$ required for the server package)??

Please advise.

win2k pro will only support 1 incomming connection, else
why buy server
