Failed IAS Install on Server 2003 x64

I am trying to install IAS on Server 2003 Standard SP2 x64 configured as a
DC. All security updates are current. IAS appears to install normally and
the service does show as started. However, when I added the IAS snap-in to
my MMC admin console, it shows a red X and when I open the Properties window
for IAS, I get an IAS error window saying "Connection attempt failed".

There are no event log errors to indicate a problem and I have uninstalled
and re-installed the service with no change in behavior.
Has anyone seen this type of behavior with IAS installation? Why is this
happening and what is the fix?
