This took me a long time to figure out, but I finally did it.

I have been trying to get an L2TP VPN to work for a long time. I always got
error 789 when I tried to connect. PPTP worked fine.

I finally learned that there must be a bad interaction between terminal
services and IPSEC at the root of this problem.

Here is my setup and procedure:

My test setup was as follows.
Machine 1----VPN Server with internal NIC on my corporate network.
Machine 2----My workstation on the corporate network
Machine 3---VPN client. Machine running Windows 2000 Server at my house
with Terminal Services activated. I remotely controlled this machine from
work using Terminal Services--allowing me to be in two places at once.

Step 1: From Machine 2, use terminal services to connect to machine 3.
Step 2: Initiate a VPN connection from my home machine to the VPN Server
through the terminal session.

This procedure worked fine when I was using PPTP, but gives me error 789
when using L2TP.

I went to my house and initiated the same connection with the same settings
and L2TP worked without flaw. I had everything set up right all along.

So if you are using remote control software to test your VPN and are getting
errors, see if you get the same errors when connecting from the client
console.
