Cannot On-Demand Dial ISP over LAN with ICS

Windows 2000 Client PC cannot initiate dialup ISP
connection over LAN with ICS active.

Client PC can surf internet only once PC with modem has
establised dialup connection.

What do I need to do to enable the PC without the modem to
dialup the ISP over the LAN?

I have checked:
Enable Internet Connection Sharing
Enable on-demand dialing.

Both PCs are IBM NetVista, 128MB Ram 766Mhz. running
Windows 2000 configured with NTFS.
Modem is an external 3Com U.S. Robotics 56k Faxmodem.
PC with modem has had Windows 2000 service pack 2
installed.
I have logged into both PC's as administrator.

I Like to know if you got to do Demand Dial on ethernet local ?

i have try to Demand Dial with two interface ethernet .
