Is there a fast and small freeware picture viewer for Win2K just like the
built-in Fax and Picture Viewer in Windows XP?

There are many free viewers that can be found on the internet. There is
a basic fax/image viewer included with Windows 2000, look for it in the
Program Files\Windows NT\Accessories\ImageVue folder (kodakimg.exe).

A couple of free image viewers:
