troubleshooting Stop 0x00000023 fat_file_system error

In looking through technical document 290182, on how to
troubleshoot the above stop error, there is one step that
I had a question on, specifically:

"Check the file properties of the Fastfat.sys file to
ensure that it matches the current version of the
operating system or service pack."

I've tried searching for this file on my own system,
found it, but couldn't open this up. How is this
specific step supposed to be done, and could anyone at
microsoft PLEASE update this technical document with some
instructions on HOW to perform this step. Or if anyone
here has any knowledge about this, please email me. I
would very much appreciate any knowledge anyone has on
this issue.
