Creating MSI packages using WinInstall LE

I have created an installation package containing WinZip by using the
WinInstall LE that was included on Microsoft's beta 3 CD-ROM with Windows
2000 server.

The package works correctly, provided that I run it from the directory where
it was initially created. This directory also contains copies of all the
files the WinZip installs.

I thought that MSI packages contained all the necessary files within them,
and that distributing the package file alone w/o the rest would be enough.

Am I wrong, or do I need to do something more before I can use the MSI file
alone?
